WHAT IS A HOME OWNERS COMMITTEE?
Under the Manufactured Homes (Residential Parks) Act 2003, Residents in a lifestyle resort can establish a Home Owners Committee. Members of the committee are voted in by Residents each year and are responsible for interacting with the Resort Owner on their behalf. The Home Owners Committee is primarily focused on the day-to-day running of the Resort and communicating Resident proposals or concerns to the Resort Manager.
HOW DO HOME OWNERS COMMITTEES OPERATE IN A LIVING GEMS LIFESTYLE RESORT?
Here at Living Gems, each Home Owners Committee is structured to ensure that your community is getting the best representation.
Some Home Owners Committees will have sub-committees that operate under their umbrella (such as a Social Club). Others will exist as a separate entity and are solely focused on liaising between Residents and Living Gems Management.
Regardless of structure, each Home Owners Committee at Living Gems operates under their own constitution, which essentially governs the way that it’s managed. This ensures that every Home Owner gets to have a say in the day-to-day running of their resort.

Here to represent you, our Home Owners Committees ensure that your Lifestyle Resort is always being managed in a fair and equitable manner and any Residents’ concerns are quickly resolved. This could involve a range of tasks, from checking that Resort costs are properly allocated to making certain the gardens are ship-shape and the facilities are in excellent condition.
To find out the ins and outs, we chatted with Colin Bennett, President of the Home Owners Committee at Sapphire by Living Gems.
“We talk to the Resort Managers on behalf of Residents, airing their concerns and dealing with any issues they may have,” he said.
“On the flip side, we also help Residents understand any new initiatives that have been introduced by the Resort Managers.
“It’s a very diplomatic role – we need to be able to communicate well with both Resort Management and our Residents.”

Each Home Owners Committee at Living Gems is here to represent you. Meeting with Residents whenever a decision needs to be made, our Home Owners Committees listen to you and present your views to Management. They also communicate any response from the Resort Managers and help to negotiate a fair outcome for all.
“We hold a meeting with Residents when there is a decision for them to make—we can’t make the decision on their behalf.
“We present the points for discussion and then put it to a vote. We must have a 75% majority vote to establish a new rule.”
He adds, “We know and understand the Manufactured Homes (Residential Parks) Act very well.”
“Knowing what we’re talking about means we’re able to offer the right guidance to Residents in their decision-making. Plus, we’re also well-respected by the Resort Managers.”
